It means a text message you've created has some unicode character in it.
A standard text message is 160 characters, but when a unicode character is added to a text, it changes that to 70 characters.
So all this message (screenshot below) is stating is that you're reducing the length of a standard text by adding in unicdoe. It is not inherently 'charging' you anymore than the normal utilization of text credits.
